Not exactly. There are rules about the licensing of a track. One of those rules is that the extent of the track is clearly delineated and that marking is noted in the track specification.
So, there must be a track edge marking, even if it isn't a white line.
Second part of the rule is that there must be no dropoff between the track and the verge. Thus the track mark is usually some 18 inches inside teh physical edge of the track, thus ensuring that the verge doesn't have any dropoff.
Looking at the photos of Rowrah, there don't appear to be track marks except for the kerbs, but the surface does appear to be new, so perhaps the track marks will be added over the winter. Otherwise the track licence will destail whether or not the kerbs are included.
