Rotax has been good for karting. It is a popular class that allows anyone to buy a kart and know they will have a competitive engine and can race at any circuit. The electric start also made in more accessible for people who didn't like bump starting. I agree about the tyre costs though.
Many people are now trying indoor karting and would like to go further. This should be bringing in much bigger numbers of people, but it isn't publicised well, and those who do persevere are faces with a confusing wall of bureaucracy. e.g. I cannot buy a helmet from my local motorbike shop, even though I could use it for the more dangerous motorbike racing. And helmets seem to start at 300 for those I can use, plus the cost of going a long distance to try them on for fit.
I say this as someone who used to race, but considering coming back.
