1) In practice, there doesn't seem to be that much between the performance of the engines. Last year Blues were a bit faster than TKM Extreme, this year with new tyres extremes seem to be a little bit faster than Blue.
So any difference is likely to be because of driver/ chassis/ tyres rather than sheer engine power or otherwise.
2) You can bolt a Blue on any standard chassis. You may want to consider whether you fit the 'goodies' like castor camber kits, Variable axle height, torsion bars and 4th rail kits, which are legal in Blue but not (yet) in TKM.
So yes, you can just swap the engines.
3) Price: Are you considering a new Blue, in which case the price is �1570 for everything (planetkarting website). If you are a heavy heavy weight then you really need the Maxi engine (green top) rather than standard Lynx (blue top).
Look at the planetkarting site to decide whether you are a heavy heavyweight (ie over about 85 kg).
If you are considering a used Blue, well Tabor have just sold a standard Blue with all accessories for �780, you might get one a bit cheaper privately, but it may not have just been serviced.
Also consider whether you are getting the new 'digital' ignition or whether you get the older Mark 5A powerbox, as teh two are not compatible, and they are the only two ignitions that are legal for MSA racing.
