Itpro's advice is spot on. If you are undecided between arrive and drive or owner driver, perhaps the best compromise is an Easykart. It's a great concept although not the best hardware, but much better than an arrive and drive. However, the self adjusting brake upgrade is a must. As the spec is fixed, a secondhand outfit probably won't depreciate as much as a Rotax or TKM outfit if you decide that it's not for you. Clearly this option requires transport and storage, but will give you much more seat time for your money in the long term.
