Fifteen years ago I would have said Comer without a second thought. Almost all the classes that followed were 2-stroke with adjustable carb. Now, Comer is so far removed from anything that follows, I'd say you'd be good in any of the cadet classes; only picking Comer if you want to race in massively competitive grids against some with massive budgets.
In my view, all three Cadet classes are sorely in need of an update. Super Cadet has made the situation worse because, whilst it may be a great class, it doesn't provide any sort of continuity for those progressing through the classes.
The MSA really needs to consider the structure of karting it is going to actively support from Cadets right through to Seniors. They have two choices:
1) If the top is going to be the KF classes, Cadets should be Comer's, Super Cadet with adjustable carb, KF3, KF2.
2) If they are going to support the Rotax classes we should have Cadets with a float chamber carb, MicroMax, MiniMax, Junior Max, Senior Max. I'd also consider whether Minimax should be on a Super Cadet type chassis to allow the same kit to be used as long as possible.
Sure, the other classes such as WTP, Honda Cadet, TKM etc may be on the periphery, but the MSA (or perhaps the ABKC) has to put it's weight behind something.
