If I was going to turn a 10 year old loose on a TKM, then the very least I would do is to take a look at the Formula Blue system of restrictors, which match power to weight.
(JTKM have adopted it too, their black restrictor is 19.5 mm)
If the driver is light (below 36kg) then I would manufacture my own restrictor (It's only a bit of aluminium with a hole drilled in it) at say 15mm and open this out as the driver increased in skill and could handle more speed.
Of course, when you drive, you take the restrictor out.
As has been pointed out, you cannot legally race until your driver meets the criteria. "a Junior TKM driver can only compete from 11th birthday and must weigh a minimum of 38 Kg in full race gear. They must also be a minimum of 135 cm in height with race boots but excluding crash helmet."
If you wanted to race then you would be better off going for a Blue engine, The standard senior TKM is the Extreme, a 115 cc motor not legal for Juniors, while the Blue is the same engine for both Junior and Senior, just change the restrictor. However, Blues are not much in evidence in the Kent region.
