That's correct, the drum, shoes, springs etc. can all be removed without having to disturb the starter ring/back plate. The only reason you would need to take that off would be to replace it due to the pins coming loose, or to rep;lace the crank oil seal.
The clutch drum nut doesn't need loctite and there probably is a torque setting but I must admit I just do it up with a spanner. The rotation of the crank is such that it will try to tighten anyway, so doesn't need to be particualrly tight. At Rowrah they check the clutch after practice (for grease) and then seal the nut with scrutineers paint so it doesn't have to come off again for the rest of the meeting, and everyone just uses a spanner on the nut. Not sure if that is common across the country though.
