The Micromax would make most sense as, love it or hate it, the Rotax class is here to stay. The same engine could be used from Cadets all the way through Mini's and Juniors with a few minor modifications, and with a new barrel could be used in Seniors too. Further, most of what you learn in Micromax will be relevant right the way through to seniors.
The reason why it won't be introduced as the cadet class in the UK is the fact that it's too quick.
Still, I do believe this would be best for the future:
7-10 Comer/WTP/Honda on cadet chassis 9-12 Micromax on supercadet chassis 11-14 Minimax on supercadet or full sized chassis 13-16 JuniorMax on full sized chassis 15+ SeniorMax on full sized chassis.
Lowering the minimum age would allow room for the extra class.
Not allowing the Comer/WTP/Honda at national level would allow all the old kit to flourish at club level.
