Traxtar might always rock the boat and upset people on here, (including me sometimes) with his approach. But, the advice he has given here is correct. You want either a motor with a CNC barrel or an older one with the cast barrel and put a new CNC on it.
You cant buy a new motor have it checked by a top engine builder and it be a top motor. FACT. They have changed the bottom end and its slower. Problem is all the good CNC stuff is being hung onto by teams and individuals. I've been waiting for one to come around for the last 18 months!! They do not come around often.
So, buy yourself an older motor and stick a CNC barrel on it. I've done this with three motors 2 of which were top motors and won S1 championships before CNC stuff came out. But they all are not as quick as the best motors out there now. Its luck of the draw, as to whether it works or not.
BUT, I'm talking a tenth a lap here! At top level it makes a difference, at club racing, don't worry too much. I've tried all sorts of motors over the years and the difference between a complete dog and a top running motor, is 2 tenths TOPS! Wait until your consistently a tenth and a half of the pace of the top boys before you start worrying about motors.
