Go 'logical'.
Fuel that's already filtered into a CLEAN tank won't produce anything that will block the carb. Thus, so long as the fuel is 'clean'. you don't need a filter.
A filter in the fuel line can fail in some astounding ways!
1) the wrong type of filter can clog WITHOUT particulate matter in the fuel. 2) The inlet and outlet to the filter can fail to seal ater a short period, causing leaks and air ingress. 3) Filters can make it harder to 'get the fuel up' as they can be 'air traps'. 4) Stones thrown up at the kart can crack or break a filter, ending your race. 5) Etc..
Overall, every component you add TO the kart is an increase in the number of componenets that CAN fail at a critical moment. If you CAN filter the fuel, spotlessly (it's pretty easy), why would you NEED to add one more 'risky' component to an already 'breakable' kart?
Clean logic will give you the answer!
