I suggested this months ago (and years ago before that) and people thought it was too draconian. It's the only thing that'll work though.
Having said that, the general attitude toward contact is vastly different now and it's not primarily coming from the enforcement - or lack thereof - of the rules. Even on general practise days (without MSA racers) it seems a bundle up the inside is an acceptable way to pass. It also seems that if you're on the outside getting passed you can somehow attempt to claim the line and turn in on people. Even the CIK have recognised that driving standards have dropped significantly since the introduction of bodywork and clutches.
