We've been in J TKM for a year now and have a clutched motor as well as DD.
I'm no expert on carbs, but we can achieve tickover by having the screw the correct way around, wound right in. I did need to go a bit leaner on the slow jet than the TKM advice suggested and compensated with the main jet. I found that once warm we could do most of this on the stand and then fine tune the main on the track. Having not experienced the problem you're describing though I can't help any further I'm afraid. It does oil up quite quickly whilst trying to set the jets though, so you need to keep clearing it.
I think that these engines/carbs are just not designed to tick over readily and you have to 'live with it'. Even with ours ticking over in the pits it does still stall sometimes if my lad spins.
