Nope, you check the pop off with the plate and said parts removed. The diaphragm gives the pop off a false reading. Do some searching on here, Google and karting1.co.uk. You need to be able to bend the jet arm so it sits perfectly level with the walbro arm height tool. You then squash the spring to alter the pop off pressure, that's the advice from walbro themselves. Their rebuild and setup document for the tkm carb shows setting the pop off with the top off, you can also check the carb in a glass of petrol for any leaks which falter the pop off once it's fitted the engine and piped up.
I've always we mine with the top off and it's been spot on. First time I set the pop off with the carb fully built, it would be very hesitant under full load and very hard to push start...
