Hi there.
You should be able to get some half decent kit with that budget and then obviously there is the running costs. Karting can be done relatively cheaply if you look after your kit.
In my opinion any currently homologated chassis are good enough to start with and provided its straight will be fine. The best advice is to take someone with you who knows what they are looking for. A chassis may look fine but could be twisted.You can do a fairly crude check for this if you have a fairly flat surface to sit the kart on. I would also look if anything has been welded or is bent, i.e side pod bars, bumpers etc and check round the brake system for leaks and operation.
The classes for club level are the same as for national level i think.
