Testing - I think the circuit sets the cost but it's usually �35-40.
Getting the rubber bit back on the airbox is hard work! As long as it isn't torn it should go back on ok. They go on easier when warm - but ultimately it just takes a bit of perseverence and strong fingers to get it back into position correctly.
Personally I don't tend to remove it. If it's been a wet day I might stick a rag in there and prod it around with a stick to clean it out.
ACR does sell flex and wrap. In the long run it might work out cheaper to buy things like that in bulk though ... ie a 10m roll of exhaust bandage and a 1m length of flex so you can cut it to size youself.
ACR do provide a hacksaw and guide tool for cutting flex at race weekends for anyone to use, as well as an air line for tyres.
