The Viper was designed for TKM when Tal-Ko opened up the homologation to foreign manufacturers provided they had a british agent who was a member of the BKIA, hence the tie up with Paul Carr. They still had to comply with the existing homologation and technical spec requirements as laid down by Tal-Ko (including principally 30mm axle, no adj torsion bars and no caster/camber adjustment). Previously only British manufactured chassis were permissable. For this year, Tal-Ko have scrapped the homologation and opened the class to any chassis that satisfies MSA requirements with certain restrictions as noted by Chris K (tack welding is not allowed on the torsion bars - weld must cover at least 75% of the circumference of the tube.) A lot are still confused as to which chassis will prove fastest and it's too early to tell but my view is that the TKM designed chassis will initially have the advantage of only needing to get used to the grippier tyres and maybe test larger axles - whereas you would need to decide whether to run with or without torsion bars, get used to running with 'centralised' caster/camber and probably less grippy tyres than Rotax. As always, certain chassis will be preferred by certain drivers and the end of the year will see which are most successful and that might influence chassis choice next year. Your choice :)
