My lad currently runs in Junior TKM and is 15 yrs old so I am completely unbias. I would much prefer a loose kart over a grippy one anyday. With a low powered comer engine (and I mean that respectfully). The kart needs to be free at the back end to drive through the grip and deliver the power. There are many additions you can gain grip in karting but you have less available to lose grip. To gain grip you have seat stays, raising the seat higher, stiff seats, big hubs as well as wheel track to name a few. In the summer when the rubber is down you will relish a lower grip kart when you have exhausted all the opposite options listed above (and more). So me personally I would jump at the loose kart even if it was slower initially ! The zip Storm seems to have something and the lightning will probably be a very similar kart and I think if it is looser now it will be even better later in the year, especially with rubber down.
