The opposite is true. The water pump will consume the least power when the thermostat is fully closed. This is because there is no flow through the pump and the water just spins around in the pump casing.
Simple test to prove this. Put your hand over the end of a vacuum cleaner hose. You will hear the motor increase in revs as it unloads. The motor will burn out because of lack of cooling air, not overloading. For a more technical proof take a look at the data sheet of any centrifugal pump.
