The idea of removing safety devices and leaving a net outcome of more dangerous racing on the premise that it would eventually clean up racing is frankly ridiculous. Can you imagine the accidents which would occur during the crossover period? But that's ok right? Teach the little blighters a lesson by breaking their necks or removing their fingers? Get real.
A better solution would be the use of technology to aid decision making. Make go pro cameras with wifi compulsory and give the officials an iPad with the go pro app. Then, along with any relevant/witness account info from the starter and clerks, apply liberal punishment to offenders. This is how many cases are brought in the real world with strong supporting evidence.
