Unfortunately being able to "get Karting" does not offer any sort of solution to the problem.
Yes probably the proliferation of bodywork has given people a sense of invulnerability and encouraged them to think they can play bumper cars, but there's no chance in a million years any national organisation would ever allow you to remove any "safety" item which has already been in place for several years.
The moment there's a big accident and someone gets badly hurt a parent will have long forgotten their gung ho attitude and will be straight on to claims direct saying a major change in safety regs put there child in danger and how will anyone be able to stand up in court and defend it telling the judge "well we took the bumpers off the karts so 11yos would man up, feel the danger and get karting" while it may be true to a degree the way the world is today regarding H&S for kids a regression to the 70s is never ever going to happen, so why keep banging on about it?
The actual start rolling or otherwise is not really the problem anyway, its the first corner carnage where it all happens which obviously varies from track to track depending on the severity of the corner and its proximity to the start line.
Mostly the same people who caused the loading/punting problem are the same ones burning their clutches out. Its the win at any cost mentality while dreaming they are going to F1 that's causing the most problems and ludicrous attitudes to karting.
Anyway if they really think they are going to F1 they will have to get used to standing starts and no contact. (Maldonado not included obviously) :)
