A few observations that may limit the chances of 2nd hand tyres being a viable option,
I would guess that Talko rely on the sale of tyres to significantly contribute to their profits and therefore survival, a change to a second hand tyre would mean they may struggle to survive without at least significantly increasing their spares costs to compensate the loss of tyre revenue, this would probably put a lot of clubbie racers off if it cost double to rebuild an engine or carb.
From what I have seen with TKM Clubman at Shenny it is very hard to enforce the second hand tyre rule for two reasons, firstly what stops you buying a brand new set on Saturday PM and getting someone else to scrub them in for 8 laps. The other option is to have a minimum tread depth but again you can deliberately wear them out practicing a then request another set for racing.
AIso don�t think it would be sensible to run Maxis at National level and an alternative 2nd hand tyre for clubbies as the karts would work completely differently so for MSA racing it probably won�t make sense. From what I know about non-MSA (not much TBH) I think each club could choose to offer open tyres or a specified second hand tyre, but that option already exists.
I am all for reducing costs and bringing new people into TKM to ensure it survives the challenge from new classes but I am not sure 2nd hand tyres will solve it
