It takes more than a de-govern to get the engines "race tuned" some of which you can do yourself others require professional assistance.
G4 valve springs are the easy start and setting the clearances to 2 & 3 thou inlet and exhaust respectively. Seating the valves with a quick lap will help too as will checking that the rings are actually in the right order and orientation. replacing the exhaust with a de-baffled one pre the regs will help too as will checking the carb jet.
Thereafter you are looking at a hone of the bore and an optimised cam gear position.
If you have out of the box engine I suggest you de-govern and upgrade the springs and put some time on them (10 hours or so). thereafter send them to RPM and have everything else tuned. Last year, certainly, the out of the box engines were good so the difference may not be as huge as you might think.
