Next year new unmodified engines are being sealed by 10 different sealing agents, many of whom run their own teams. This sealing includes carb float bowls and probably even oil. Morons.
Why? Because under the previous rules, privateers were able to be competitive and the teams couldn't buy results for their premium paying drivers.
As for sealing in the UK. IMO, for club racing, sealing engines is a waste of time, we all know how much engines get better when you put the hours on them. That in itself negates the point.
However for national championships, I believe the Honda class is missing a trick. Sealed engines provided by the organisors and drawn by lottery would be fantastic for even, cheap, high level racing, accessable to all. Of course it will never happen, for the same reason as they are sealing all engines in France, see above.
