You can do a basic (and CRUDE) check on the movement of the axle with very few tools:
1) Take off the wheels and the wheel 'hubs'. 2) with an indelible marker pen or insulating tape, mark the EXACT place where the 2 or 3 axle bearings meets the axle. Mark on BOTH sides of each bearing 3) get a BIG hammer. If you have a rubber hammer, wooden mallet, plastic hammer, etc., use one of them. If not, get a STRONG piece of wood and hold that over the end of the axle. 4) Hit the axle on the END (or on the wood yoiu are holding in place) ..... and hit it HARD! You are trying to drive the axle THROUGH the bearings along the length of the axle, almost as if you are trying to remove the axle. 5) now check your marks on the axle. If they have moved, then you axle is loose. If they HAVEN'T, go to the OTHER end of the axle and hit it in the other direction. 6) again, check to see if the axle has moved when compared to the marks. 7) if it has moved in EITHER direction, then you now know what the problem is.

You CAN use 'collars' but correctly mounted axles do NOT move and we can explain the 'proper' way to mount the axle so that it does NOT move.... even without collars. I can't be bothered to explain it if the axle is NOT moving!
