.75 isn't slower than .5( I guess you are talking about fitting oversize rings to a .5 overbore and then gapping them tighter. This is probably outside the sportsmanship rules of keeping correct rings with correct size bore.)
oh and overboring means everyone has to get the biggest overbore to compete. So new engines are overbored straight out of the box and more costs incurred with having to ditch std piston and buy bigger piston.
So... engines only last one bore and then need renewing.(for a budget series this is needless/wasteful expense)
Only benefit I can see is by boring and torque honing every engine at the same time as going overbore, means all engines will be equal on bore trueness and a reduction in friction so everyone will be going faster than they were with out of the box bores that squeeze the piston unequally before a torque hone.
