Yes, your 17mm stubs certainly are the norm for your kart. Chains are never an exact length. You need to split and add/remove links to suit your gear ratio and depending on how close the clutch on the right side motor is from the seat. For a 22/66 ratio you would be looking at about 94 links - but ALL karts are differnt. We in fact have 94 links on the right chain and 97 on the left.
As for the tyre operating window - can't really say as we only started using them since July so we're still finding out. For now we just bolt one on each corner of the kart and drive clockwise as fast as possible until they don't corner as well and then fit new ones......
Do keep watching this forum though as there is often sound and very accurate advice on the square root of the compoud/heat cycles. (No science bit - sorry).
