as you only answered part of the queries I can only guess, so here goes...
the Gx160 bore is not round when straight from Honda.
It is common practise to have them torque honed to make them more round. The very fact that most Gxs get faster shows how a round bore is a fast bore. Care on bore honing will result in a faster engine. Rings can be improved to reduce leakdown.
No Gx is completely leak proof.
Oil can coat the cylinder bore and this glaze can reduce compression/increase leakdown considerably. Changing oil types can increase glaze build up.
Glaze busters are used to remove this build up.
So...(assuming the bore has been torque honed) # glaze bust the bore # fit new rings # expect 10% leakdown # expect to lap valves once you start chasing leaks!
