They had / still have the rule in the dutch regs allowing teams to buy another teams engines. I didn't see or hear of it happening over the 3 to 4 year period I raced over there.
Most of the teams were pretty equal on engine performance, so having seen something similar in action I'd have to say it works. It did appear to keep a lid on costs and I can't remember anyone moaning about a specific team having 'grote motoren' or 'zeer snelle motoren'... But it is fair to say my dutch is rubbish so there could well have been loads of moaning!?!?!?
The only people scared of it are those that have spent cash and are really scared about loosing performance advantage it gives them, I think everyone should agree to race under the BB rules as Prokarts is supposed to be budget class. We shouldn't be spending loads on motors thats primary use is turning a barrel on a cement mixer...
