From what I've seen they just bunged on a GX200 flywheel which retards ignition by 5 degrees and will take the top off the motor and make the bottom end look and feel more torquey. What's strange is that previously all Honda 20 degree flywheels had black plastic and 25 degress white, now they mixed it up (with the 20 degree on the GX160 also being white, but the exact same flywheel on the GX200 remains black), which will cause no end of confusion unless you have two to compare. But why on earth are the UK regs mixing ignition timing in the same class. Madness like that killed Honda's completely in France, when the GX120 ignition timing was modified in the same way 5 years ago.
In the states, they bought out emergency regulation changes that put everyone on the same (slower) ignition using a stepped key.
