Yes, as i said the restrictor is fitted at the backside of the carb between the carb and the insulator block where the fuel and air are atomizing. After going though the 13 mm centre bore the air flow going faster and expanding out to the 18mm back bore of the carb which then moves up to 20mm at the insulator. The 16mm restrictor is fitted just at the face of the insulator so the air flow is reduced and disturbed.
