Utter rubbish. IMO That spec would give you a true 7.5HP at best. As others have said you can make a dyno say what you want, it's only a comparative tool.
In comparative terms on my DYNO a top MSA legal GX160 would read about 6.7hp. Getting to 10hp without expensive trick parts is just about possible. But you will need a GX200 block, cam and head gasket mixed with a GX160 head, piston & flywheel. Open header pipe and the most important bit a billet rod, because (as the yanks will tell you) over 9hp and the standard rod is likely to let go. Carb set up, springs, filter, valve cutting all helps but without the above is just optimising.
As a matter of interest that extra 3.3hp on a Honda cadet is worth about 4 seconds on a minute lap.
As for Loncin's, the latest ones are rubbish, quality, such as there was, has gone down the pan in the last 12 months. If you want a well built clone look up the new Villiers G200V.
