The TQ was a cock-up caused by the regulations.
Yes the track was nearly 3 seconds quicker for the 2nd group who qualified (Q2) meaning that almost everyone in Q2 beat even the winner in Q1, but the Yellow sheet that came with entries (See 1.6.1) gave wriggle room so that the clerk could have adjusted this - the Final Instructions (white sheet) however (item 8) clearly said "the times will be combined (this will be irrespective of weather conditions".
You are right that the late postings of grids needs looking at.
The TQ was a major problem - changing track conditions was brought up by Axel at Drivers Briefing and the CoC assured the drivers that "the regulations dealt with this".
(Technically they did - see above) but the drivers understood the answer at briefing to mean that there was power to adjust the track times to be fair. That's what caused a lot of the resentment).
As for the red flag, no batten burg, no red flag - if it wasn't dangerous it would have been funny.
