Looking further, the white sheet has no standing - it is only the yellow sheet that applies. "1.1 Title & Jurisdiction".
I suspect the yellow sheet regulations come from the ABkC and I wonder of there should be an additional clause along the lines of
Changing track conditions (Qualifying only) ------------------------------------- The fastest lap of all drivers in each of the qualifying heats will be calculated to give an �Average Fastest Time� per heat. Where *both* the time of the fastest driver in each heat and the time of the �Average Fastest Time� vary by more than 1 second respectively, the times of the slower heat will be adjusted by the difference between the Average Fastest Time and the adjusted times will be the times combined. The fastest 10 drivers for the adjusted times will go into a superpole qualifying session.
In this way, everyone gets equal chances of qualifying! after that, its everyone for themselves!
