Otherwise it becomes a pointless whinge in lieu of a protest.
You cannot get your race back by protesting, but by going through the process, your transgressor will perhaps think twice about becoming a repeat offender.
Clerks and officials cannot see everything and the marshalls should not put themselves at risk unnecessarily (although I would expect a bumper to be retrieved fairly quickly), so the onus does fall occasionally on the driver to initiate the process.
You wanted opinions - here's mine.
You blew it by not protesting when appearing to have a cast iron case. If the offender has "history" then you owe it to yourself and your fellow competitors to put your money down and get it sorted or it will continue. A good bleat on here is no substitute for a properly formulated protest and has no value whatsoever (at great risk of sounding like SteveC - happy b'day mate for the other week - looking well for 86!).
