You're right, you are only allowed one driver in the fueling area. But, there seems to be a vague undefined area just beyond the fuel bay where I've noticed driver changing taking place. As Kewy said, they should clear this up by enforcing a rule to make everyone push their kart from the fuel bay to the start of the pit lane beyond a white line or cone, before they can restart the motors. No need for any time penalty and I would still say a 2 driver team is potentially faster at this because a solo driver has to get 2 motors going before jumping back in.
Another point that needs clearing up is the speed you are allowed to travel up the pit lane! At GYG they had a rule where someone had to walk alongside the kart all the way up the pit lane. This made pit stops pretty consistent for everyone.
