If you would consider a second hand Kart I would point you in the direction of Ross Murray he has retired from racing and is selling his complete kit including a Mk4 7 kart, its a very quick kart,has been maintained to the highest standard no expense spared , has all the right bits on it, I cant think of an advantage of buying a new one over his and will be a considerable saving!
If your set on buying new personally I would look at 7kart or Ms but would certainly have a drive in both first to see what suits as already mentioned they both drive very different, my lad was quick in a mk2 and Mk4 7kart but really rated the Ms when he briefly drove Bens kart , yet the one I drove I couldnt get away with, but I was also quicker in an old Mk2 7 kart than I was in a new Mk4. driver preference will dictate your choice.
