Again, your refusal to understand science has got you to here. Let me explain:
YES.... engines CAN be powered by water, It's SIMPLE: 'all' you do is to split the water back into its consituent content, Hydrogen and Oxygen, and them burn the hydrogen which RE-combines it with the oxygen to produce Water and POWER. However, it takes MORE energy to split the water than you get BACK from re-combining it. Thus 'hydrogen fuel' is a type of BATTERY which efectively STORES power produced via another source. It is NOT a power source of its OWN.
Now... you may have known this....
The Water engine that YOU have been discussing usually is not quite what you THINK it is. The 'Water' has usually been mixed with small quantities of PETROL (or other PROPER fuels) and, correctly 'jetted', it CAN work. However, it's NOT the water that's the fuel in this example but the 'PETROL' suspended IN it!
Even good old fashioned SUBARUs inject water into their engines at times. Many other rather silly people believe that the WATER is giving the extra power in THAT car, too! It is..... but NOT as a FUEL! The injected water cools the 'charge' which increases the density of the fuel/air mix which means that MORE air/fuel can enter the engine and thus get BURNED! That's where the extra power comes from, the charge being COOLER (and thus containing more FUEL within the same space) than without the water!

Howeever... if you STILL think it's a 'water engine' which uses NO other outside power source than distilled water (which I'll happily provide you!).... then I'll offer YOU the same deal I have offered Singers! You get such a car, drive it to me and I'll buy you a FANTASTIC meal (lunch) if it passes the 'tests'!

And, by the way, I have ALSO seen the You Tube Video of the 'water engine'. However, I have also seen Santa Claus on Youtube, too! Is THAT what you would call 'proof', too??? Sadly, I suspect, for you, it IS!
