Hang on a sec, people. I just read the article and the reasoning makes perfect sense from my perspective. There are A road dual carriageways in my area that are limited to 50. Off one of these dual carriageways in particular there is a multitude of tiny country lanes, in many places single track, where the national limit of 60 applies just because it doesnt say otherwise. That is a crazy speed on those roads. Last year I gave evidence as witness to a motorcyclist fatality (what else is new?) in which case this very fact was a key aspect. It looks to me as though the proposed legislation simply seeks to remove this anomaly. Quite right. This has nothing to do with the motorway limit: what are you getting worked up about?
