If they had not been caught, they may have gone on to kill hundreds more - theres no telling. Catching them was worth every penny!

Probably none - some or all of it may be due to improvements in vehicle safety, or it may prove to be a temporary blip in the figures.

Ermmm....you've lost me there - what approach? Drivers are not 100% monitored for drink driving in the way they are for speeding!
I've answered your points, now answer my question: If you are as concerned by loss of life on the road as you claim, why are you not driving around at a speed that would make it virtually impossible for you to kill somebody?
