So your conclusion is: because we can do s*d all about the other ones (or you can't see a way through) let's dedicate 100% of our energy behind what is not even the main (even if you add the two components, which can't be strictly added anyway) and just fixate on the only one thing that keeps us moving: SPEED.
Twisted logic Tangler.
Loss of control: Is that AT , OVER or UNDER the speed limit?
Failing to look properly: Maybe teaching people WHERE to look when dricing might stop them from being fixated on the boot of the car in front, or the short skirt passing by.
Travelling too fast for conditions - Well, do I need to say anything? Yes, a bit of driver awareness, skid-pan, track-time, off road...
Careless, Reckless, in a hurry Not a lot you can do about it, and reducing the speed limit on any road and any conditions won't solve that one! Being able and aware will though enable (read the two above) the others to spot the situation and avoid it! Like most of us do when we see an idiot (or indeed an emergency vehicle) approaching at stupid speeds!
Exceeding Speed limit - I've said a lot about that already. You are right, you have, make yourself useful and change the subject.
It just struck me: you keep blaming John, me and others about not wanting to do anything about speeding because we "want to speed". Could it be that you don't want to do anything about the driver standards in case you fall foul of the law and have to re-test and fail? I might have just spotted an incentive for all to drive better, safer and (if it needs to) slower! Don't ask again please, I have already given MY solution to that one! And it is self financing!
