This is a very interesting one ,and it really is down to driver education rather than speed limits as a blanket thing . The thing to remember is appropriate speed , its what we think about when racing ,we vary our speed to the conditions . However as technology has moved on driving feels more and more like sitting on a sofa i your cosy living room numbing the senses to whats around you . British drivers are by far and above the worst i have come across in europe.I used to not long ago live between the Uk and germany spending my weekends in germany and driving at german speeds in our car over there , having an autobarn storming M3 and regularly driving at 150plus on unrestricted roads was the norm , but you'll find its rarer than you think most people drive alot slwer . German autobahns are rarely streetlit , have no cats eyes and havn't got refective white lines ... the answer you drive slwer at night or poor conditions , the germans also have great lane discipline and do adhea to the limits when they are there. In the uk its more like a battle we recently had a young female friend who wrote off 3 cars , shes driven my lotus 7 on track which is over 400bhp per ton and handled it well , but on the road she drives to fast in the rong conditions and therefore has had accidents .
The upshot i feel is drivers need far better training , far stifer tests and for that matter retests as we age that would be the biggest benifit to uk accident stats .... ride bike on the road , you'll sone realise that paying attention and appropriate speed mean the diference between life and death .
