Harv, thanks for putting so succinctly what I said in an earlier much longer post:
"The upshot i feel is drivers need far better training , far stifer tests and for that matter retests as we age that would be the biggest benifit to uk accident stats .... ride bike on the road , you'll sone realise that paying attention and appropriate speed mean the diference between life and death ."
Similar to yourself, I have learned to drive on the continent, driven in a number of other countries and find the British driver THE WORST at most of the driving aspects. The test is a joke, even the instructor tells you :"once you pass the test you have to go and learn to drive". But of course nothing will change because the British driver won't accept to be told he/she IS the problem. Instead it is easier to just install cameras to BE SEEN to be doing something.
We've been debating now for over 4 weeks on this subject and the primary concern of most KILL THE SPEED ACTIVISTS is to reduce the outcome of the accident, not to tackle the root cause of it! A bit of an ostrich technique! Bury the head in the KILL THE SPEED campaign and slow everybody down, maybe the accident will go away!
