I have read the originals and your 'expansion' of your originals. It appears yopu have done a lovely job of noting the problems... but offer no solutions whatsoever. All very elegant but... so what.
Expressed as a simple analogy of our statements:
David's ******** Ian is fat. Ian is fat because he eat's too much. Reducing his calorific intake may alter his weight either positively of negatively. However, I am not going to use these sets of facts to suggest a way of solving the problem or even STATING that it's a problem!
Mine ****
I am fat. I am fat because I eat too much. I don't want to be so fat. It's a problem! I would not be so fat if I ate less. Ergo: I will eat less so I will not be so fat!
Take your statement of the problem and extrapolate it into a solution or even go the very SLIGHTEST step and confirm if enforcement of ANY speed limits is a benefit to society!
