I don't think 1 and 2 contradict each other , they are seperate elements which number 1 leads from number 2 .
Do you know what the differing Police driver classes are , do you realise that most are restricted to less than 115bhp vehicles ,are not permitted to drive in a pursuit etc etc ....
I very very much doubt there are many class 1 police drivers in the 18 to 25 age range?

experience ,training , etcetc etc , it all takes time and the police obviously realise this .
Class 5 = normal driving, cannot use blue lights unless stationary (one day test) used mainly for new officers Class 4 = Emergency responce, use blue lights at speed (three week course and limited to 115 BHP vehicles) which is average driver in police Class 3 = As above but with pursuit and stinger authorisation and 155 bhp vehicles. Used by some specialist units Class 2 = Advanced driver as above but can use any BHP. Used by traffic Class 1= As above but full Tactical Pursuit And Containment Authority used by traffic/Armed police/surveillance
it varies force to force , and as i now understand it 1 and 2 are now called advanced so you cannot have minor fail points on the advanced test and gain a class 2 you would just fail !!
maybe that will help you understand when someone mentions a class1 driver what they mean ...and ooh look the police restrict drivers too what a surprise i wonder why ?
