No, I understand the need for insurance. If only minor injuries or minor bumps existed then there would be no need for compulsory third party insurance as we could all afford to pay for any damage ourselves. In an ideal world we'd all pay for the damage that we ourselves have done (but obviously due to the massive prices involved that's impossible)
However, we have a problem. Someone through no fault of their own - is being financially penalised for the actions of others. Being male and young is not a choice! It is an unfair on a lot of drivers which has to change.
A new system would penalise anyone who's had an accident that was in some way their fault. It would be a similar idea to one I've heard which was to charge smokers an extra fee for the NHS (and thus reduce tax increases for non-smokers), as it was the smokers choice to smoke therefore not unfair to charge them extra for it. (This is already in place however with v.high taxes on cigarettes)
You cannot justify charging people an extortionate amount for the work of others. You may say that there isn't a way round this, but there is. Simply charge people the much higher premium as soon as they have one accident and not before. It both deters people from driving recklessly, completely annihilates the argument of being unfair to careful drivers, and punishes drivers who actually cause accidents...all at the same time!
It's also easily enforceable by regulation (to make sure insurance companies actually stick to it.)
