Again you make my point for me. Different people have different capacities to process information. Yet like it or not, even the stupidest people have a right to drive, they only need to pass a basic test. The more information you throw at them, the more likely they are going to miss the split second they might have to avoid an accident.
After all, that's what all this comes down to, reaction time. If at the moment the worst happens your primary vision has moved to a speed limit sign or a camera or down at your speedo, then your reaction time is potentially delayed. The more often you have to do this, the more likely that the two events will coincide.
With this in mind, my main problem with speed limits is not the principle but the current trend for constantly changing limits. I see now the odd something 5 limits (i.e. 25,35,45 etc.) why? it just adds to the confusion.
Myself, when the stringent speed controls arrived in France, almost it seemed over night, I was conscious of having my closest near misses in all my years of, accident free, driving. Some of the speed limits, seem designed to catch you out or test you perhaps, with barely visable signs and totally illogical speeds. I find I have now acclimatised to the mental change needed to clock this extra information, but it doesn't change the fact that it adds another layer of complexity to driving.
