You seem to have missed the 'starting point' here!
Of COURSE we can 'track' (record) the speed of vehicles, on BOARD.... E.g., tachmetres in lorries
That wasn't what we started discussing..... what others suggested was fixing THAT to the throttle and LIMITING the speeds to the prevailing maximum speed limit.... so that the car COULD NOT go faster than 30 in a 30mph zone, 40 in a 40 mph zone, 50 in a 50mph zone, 60 in a 60mph zone and 70 in a 70mph zone.
The tachometer approach DOES NOT record the speed limit of the 'zone' in which the lorry was driving. Those monitoring the Tachographs look at the MAXIMUM speeds; not the speeds-in-discrete-ZONES!
I have been arguing that 'we' don't yet know of a system that CAN do that reliably or safely. I can assure you.... we have LOOKED for such a system..... and none of them can be made to work SO FAR while fitting the 'three laws': practical, enforceable, affordable!
