It isn't an appalling attitude, it's simply recognised monopolistic behaviour. It used to be standard in the UK for the nationlised industries...I can remember when it took 4 months for me to get a phone and the Post Office (as it was then) told me I was lucky that I got it so quickly.
And, yes, it is relevant to karting because most of MSA karting is dominated by monopolies, whether it is the championship or the class operator. I have even heard resentment of various karting associations because they operate their business as a monopoly.
(and, no, I don't think there's room for a Driver's Association because it too will be abused.)
