I cannot comment on the US regulations but in the UK the Rotax regulations state
"D1.3 Chassis. Any chassis conforming to MSA Yearbook regulations."
If you had any particularly innovative features that explored the boundaries of the rules, one might be advised to have a ruling from the MSA to hand, rather than have a debate with the scrutineer in the raceday lineup!
Homologation is for the manufacturer who intends to produce more than 75 chassis for sale. (http://www.cikfia.com/fileadmin/content/REGULATIONS/Homologations/Homologations%20Regulations/Reglement_d_homologation_2014_Full.pdf section 2.1) "PRODUCTION The minimum required production concerns identical equipment intended for normal sale to customers. The following list indicates equipment requiring homologation and the minimum production quantities:
Chassis 75 including 25 complete units"
