It's no wonder you denigrate our politicians when you have zero knowledge of what they can and can't do. What's worse is that you make no effort to educate yourself on the matter.
Lesson 1: 'Politics is the art of the possible'
A monstrous number of laws are in place which control what ANY prime minister (or other ministers) can and can't do. To change the rules on immigration for these people is seriously difficult. Through no fault of David's we have signed up for treaties affecting immigration over the last 60 years. Some of these date back to the second World War. Without a GIGANTIC change in the law that would be resisted by all the creatures of the left, there's not much practical he can do other than tinker with the edges of this problem.
Secondly, the current major 'trigger' of this 'swarm' is the French strikers. Back in 1980, Margaret began the process of winding back the ludicrous powers of the Unions. France has not done that and they/we have EXACTLY the problems that Margaret had before she took control. You are probably too young to remember but strikes like these were known as 'The English Disease' because they were so common.
Believe it or not, not even David Cameron can change the laws in France. I should have thought even you would have realised that.
After this week, I would expect that David will see that there is a large number of votes that could be won by being tough with the migrants. Yes, the left will HOWL but the majority will approve of a crack-down. He may be constrained from doing as much as he/we would like but...... Before this week, things would have been harder: I think David will be encouraged by how FEW are howling about his comments on 'swarm' and he could feel that he can make some small (but visible) changes that may make a slight difference. Ideally, any action will coincide with the end of the strike and thus it will look as though he is being effective.
So ..... a Government can only do what is POSSIBLE, not that which is IMpossible.
